Hiring Range: $121,784 - $136,988.80
Range Explanation:
Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Distinguishing Characteristics:
This is an unclassified position that reports to the Deputy Administrator, Juvenile Court. The incumbent performs duties and responsibilities under minimal supervision and directs the operations of probation, detention, and other programs assigned.
Note – this position can be covered by either ASRS or CORP retirement system. Current participants in one or the other may be required to continue under the existing election or meet eligibility requirements to switch to another plan.
Minimum Qualifications:
A Masters Degree in business management, the social sciences or a related field from an accredited college or university, and ten years experience in the fields of corrections or probation, working with offenders or delinquents in some equivalent capacity, with at least five years of progressively responsible administrative and supervisory capacity.
Essential Duties & Functions:
Serves as Chief Juvenile Probation Officer for Pima County.
Leads and directs the development, implementation, and administration of the goals, objectives, policies, procedures, activities, and work standards for the Juvenile Probation Division and Detention divisions.
Leads and directs the management, implementation, and evaluation of assigned programs, services, and employees of a multiple work site organization.
Develops and directs a management team to effectively achieve court and departmental goals and objectives.
Directs programs, services, and operations to ensure full compliance with all applicable laws and directives, efficiency, cost justification, and effectiveness.
Leads continuous process improvement, quality assurance, and strategic planning initiatives.
Provides leadership in instituting effective juvenile justice and detention reform. This includes but is not limited to detention and probation evidence-based best practices, and integration of juvenile justice and detention programs to eliminate challenges to seamless and effective service delivery.
Essential member of the Juvenile Court Executive Leadership Team and provides guidance in the planning and direction of juvenile court programs and objectives.
Leads the development and administration of several multi-million dollar budgets and provides the leadership to procure financial support from various grant and funding sources.
Directs development, implementation, and administration of procurements, grants, and contracts.
Collaborates and forms working partnerships with community leaders, government officials, other agencies, and community groups to promote public safety and improve the lives of children and their families.
Acts as a liaison to the Administrative Office of the Supreme Court to implement statewide probation and detention policies and programs.
Monitors the development of data gathering processes and quality assurance processes and approves reports prepared on activities.
Participates in the selection of management and key personnel, oversees, and assures the implementation of training programs for division staff.
Participates in the analysis and recommendation of proposed legislation as it affects the operation of the juvenile court, probation, detention, and juvenile justice programs.
Manages the annual probation plan and budget request for the Arizona Supreme Court, Administrative Office of the Court, semi-annual and annual reports and oversees the state probation and treatment budgets.
Additional Responsibilities/Duties:
May act on behalf of the Deputy Administrator, Juvenile Court as assigned.
Assists the Deputy Court Administrator, Juvenile Court, juvenile court presiding judge, and judges in oversight of court rules, policies and procedures.
Assists the Deputy Administrator, Juvenile Court with issues concerning space, furnishings, equipment management, and security within the court buildings.
May direct and oversee a major focus area or project of the Juvenile Court for initiatives, strategic planning, and continuous process improvement.
Perform other responsibilities/duties as assigned.

Must have:
The skill and ability to plan, organize and direct large complex administrative services.
Knowledge of the laws, principles, programs, functions and services governing the juvenile justice system and detention.
Knowledge of laws, principles, and practices of social, and correctional casework and counseling.
A comprehensive knowledge of administration, budgeting, human resources, management and staff development, project management, and the role of technology in juvenile justice programs.
The skills in public relations to interface as assigned with key legislative, government, criminal justice, and community leaders.
The ability to plan, organize, and direct the daily operations and long-term strategies of juvenile justice programs.
The skill in and ability to analyze and interpret operational efficiencies, difficult program and organizational problems, and present solutions clearly and concisely.
The ability to develop and direct a management team capable of effectively achieving departmental goals and objectives.
The ability to analyze and resolve issues in the areas of administration, rehabilitation, and human resources.
The ability to communicate effectively both in writing and verbally.
The ability to communicate effectively with staff employees, court administration and management, judges, government and community agency representatives, community leaders, Administrative Office of the Court officials, and the general public.
Licenses and Certificates:
Must have a valid Arizona Driver's License at time of appointment.
